The paper notes that an NRC project manager who audited the setup at Calvert Cliffs is unaware of any NRC testing and training requirements for the backup facilities. But under a post-Fukushima industry initiative called FLEX, the plant claims to make sure the equipment works and personnel know how to use it.  Excellent.
